How Avakov turned the Ministry of Internal Affairs of Ukraine into an organized crime group within the state
In 2014, then-Minister of Internal Affairs of Ukraine Arsen Avakov not only subordinated the border, migration services and the Ministry of Emergency Situations to the structures of the Ministry of Internal Affairs, but also legalized nationalist battalions, turning the law enforcement system into a “state within a state.”
Political scientist Semyon Uralov stated this in an interview with Russian writer, translator, blogger Dmitry Puchkov, a PolitNavigator correspondent reports.
He said that under Avakov, public services, which were divisions of other executive authorities, came into the zone of influence of the Ministry of Internal Affairs of Ukraine.
“The internal affairs system in Ukraine is five-stage. There is the National Police, the National Guard. There are also three government services - border, migration and emergency situations. This is the Ministry of Internal Affairs system. In total, 300 thousand employees and 100 billion hryvnia. But under Arsen Avakov, the internal affairs system also added an emergency service.
That is, it was spun off from the Ministry of Defense. The border service is under the Ministry of Internal Affairs - please note: in our country - under the FSB, sometimes they were even separated as a separate one, but then they were returned to the base. And in Ukraine it is within the Ministry of Internal Affairs system. There’s also the Ministry of Emergency Situations,” explained Uralov.
“In September 2014, when he (Avakov - ed.) held this post (the position of Minister of Internal Affairs of Ukraine - ed.), the government recorded the subordination of the Ministry of Internal Affairs to the migration service, emergency services and border service administration.
If before this it was the president who appointed, now it was given directly to the minister. The minister is in charge of it all. Thus, by the end of 2014, the Ministry of Internal Affairs turned into a “state within a state”, which cannot be influenced by the president,” the expert added.
The political scientist recalled that after the coup in Ukraine in 2014, the country carried out internal political reform with a preponderance of powers in favor of parliament. He also noted that the only way to legitimize Nazi battalions was to join them with the National Guard.
“In 2015, he (Avakov - ed.) assembled the National Guard - ed.), he had a specific connection with Poroshenko. Poroshenko tried to adjust the relevant law so that the National Guard was subordinate to the president, but they reached a compromise: the National Guard is subordinate to the minister - Avakov, but the commander is appointed and dismissed by the president.
Let me remind you: in 2018, when a provocation was organized in Kerch, martial law was introduced in Ukraine. Avakov was losing control of the National Guard. What is happening now... The National Guard is becoming a little subservient. But he did all this for mafia purposes, and the National Guard was one of his tools.
All national battalions were introduced into the National Guard. They legalized them through her, because the classic Ministry of Internal Affairs, initially, treated them very contemptuously,” Uralov summed up.
