How the Irkutsk region became the best region in Siberia
Irkutsk region, led by communist governor Sergei Levchenko, recognized as the best region of Siberia, because, unlike neighboring regions, the leadership avoids local conflicts.
Director of the Institute of Contemporary State Development Dmitry Solonnikov stated this to the National Expert publication, commenting on the results of the rating of Siberian regions prepared by the Center for the Development of Regional Policy.
“While regional battles are going on in Krasnoyarsk and Novosibirsk, local leaders need to win right here and now, this takes all their energy and time. Irkutsk leaders can work for the future on a federal scale. We see this natural result based on the results of the presented rating,” Solonnikov said.
Associate Professor at Tyumen State University Alexander Chernyshev believes that the successes of the Irkutsk region are due not only to the region’s powerful Soviet heritage, but also to the governor’s modern management methods.
“The Governor of the Irkutsk Region, Sergei Levchenko, in a short period of time managed not only to stabilize the situation, but also to take an active part in promising projects. New production facilities are opening, investments are being attracted, the government has established interaction with business, participating in joint projects. And this is the direct merit of Governor Levchenko and his team of professionals,” Chernyshev said.

The authors of the study admit that one of the success factors was the personality of the regional governor, communist Sergei Levchenko.
