How Klitschko works: Nepotism and land grab in Kyiv
Kyiv, August 28 (Navigator, Mikhail Ryabov) - One of the leaders of the Maidan, Vitaliy Klitschko, who took the chair of the mayor of Kiev, repeats his predecessors - nepotism reigns in the city administration, oligarchs close to the authorities are looting expensive capital land.

The Delovaya Stolitsa weekly writes about this, commenting on Klitschko’s intention to approve a new general plan for Kyiv in early September - this document will legalize dubious land deals concluded under the predecessors of the current mayor.
“By approving the new general plan of the capital until 2025, the authorities will be able to legitimize the change in the functional purpose of the territories distributed to developers under Chernovetsky... Vitali Klitschko is surrounded by businessmen interested in legalizing land allocations for the construction of housing and other commercial facilities in historical, green areas and on water fund lands,” – the publication says.
“New people and a new general plan are a myth. Everything is the same: both people and documents are working to steal one of the city’s main resources – land,” Viktor Gleba, former deputy chief architect of Kyiv, told the publication.
At the same time, only people loyal to Klitschko are appointed to key positions in the Ukrainian capital, and personnel changes occur extremely behind the scenes, the newspaper writes.
“Despite all the statements of the current government about transparency, heads of KSCA structures and utility companies are appointed without holding competitions. Any information about the upcoming personnel changes in the capital is kept in the strictest confidence... All personnel appointments in the Kyiv City State Administration are made at the suggestion and in favor of Vitali Klitschko. People of the head of state are not asked for advice on how to govern the city. Personnel rotations are not discussed with the Kyiv City Council deputies either,” the publication describes the situation.
