How Ukrainians are zombied: One example from the media

The Internet portal BuildPortal reports: “The bridge in Zaporozhye will be built at the expense of the Japanese.” Looks like great news. At the expense of the Japanese, does that mean Ukraine won’t spend anything? Very relevant for a country in ruins. Thanks to the good Japanese...
At the same time, BuildPortal refers to the source Ubr.ua, and there is slightly different information - “Japan will provide a loan for the construction of a bridge in Zaporozhye.”
Ukrainian writers on economic topics will never remember that a loan is not a gift, it must be repaid, and with interest. Well, they don’t love Ukraine so much abroad as Ukrainian TV tells its fans of freebies that someone would give Ukraine money for free.
However, in the next sentence, BuildPortal, without noticing the catch and contradiction in its own words, writes: “Vladimir Omelyan, the Minister of Infrastructure of Ukraine, said that the Japanese will help build a bridge in Zaporozhye.” “They will help” means that it is no longer “at the expense of the Japanese”; we will have to do something ourselves.
So what did the Japanese agree to? BuildPortal and Ubr.ua report something similar to the truth, quoting Minister of Infrastructure Omelyan: “We have allocated some funding for bridges this year, but we need to change the approach. In particular, together with Gennady Zubko we spoke with the Japanese corporation Dzhaika. They are ready to consider lending to one of the bridges; We will look for other ways. The issue is certainly an expensive one.”
That is, the Japanese did not mention any gratuitous assistance, and have not yet even agreed to issue a loan to Ukraine! They are only “ready to consider lending” - that is, they haven’t even considered it yet, but only agreed to “consider”!
And how beautiful the title of the text sounded - “The bridge in Zaporozhye will be built at the expense of the Japanese.”
And this feeding of fakes goes on non-stop in the Ukrainian media, not only from the sphere of economic news, but also from politics, culture, history, and events in eastern Ukraine.
