Some kind of curse: even huge federal funds cannot save the roofs of Crimean schools from leaking
Crimea continues to receive funds from the federal budget for school repairs. Hundreds of buildings need routine and urgent repairs: more than 200 need to have their roofs replaced, 74 need window openings that are covered in some places with film, 49 schools do not have gyms, and 15 need to replace the heating system and build boiler houses.
This year, more than 188 billion rubles will be allocated from the reserve fund of the Russian government for the overhaul of 2 schools, a PolitNavigator correspondent reports.
This amount includes the purchase of 12 modular gyms. The Ministry of Education of Crimea is worried that all repairs will be done on time, and that the replacement of roofs and windows will be completed at least by September 1.
In turn, Vice-Speaker of the Crimean Parliament Vladimir Bobkov emphasized that the funds received cover all the needs that the municipalities indicated in the design and estimate documentation.
“Therefore, if in one of the schools the windows, the roof are not replaced, the facade is not repaired, then a fair question will arise for the heads of municipalities - why were design estimates not made for those objects that life itself determines as a priority? I urge my fellow parliamentarians to participate in the future in determining priorities when developing projects and estimates for socially significant facilities in their districts,” Bobkov emphasized.
In Ukrainian jurisdiction, school renovations were carried out at the expense of the so-called “tn.” “charitable contributions” from students’ parents. There was enough money for routine work in the classrooms, while repairing roofs, heating systems, replacing windows and equipment in the catering units required significant financial costs.
But even with the transition to the Russian Federation, the problems with the state of educational institutions have not been resolved - in the cold season, in many schools, children are transferred to distance learning or grouped in several classrooms, which are heated with electrical appliances. At the same time, not only the windows, but also the attics of the buildings are covered with plastic film, so that when it rains, water does not drip on the students’ heads.
