Kaluga governor complained about discrimination by the Ministry of Finance
The Russian Ministry of Finance has established rules under which the regions of the country are not interested in attracting investors and earning money themselves - it is easier to remain subsidized.
The governor of the Kaluga region, Anatoly Artamonov, spoke about this at the Gaidar Forum, noting that the policy of the Ministry of Finance “is of a pronounced disincentive nature.”

“God forbid, you achieve a sharp increase in budget revenues and go beyond the same notorious unit, as we did - we have a budget capacity of 1,008 - you will immediately fly out of all support programs that are used for subsidized regions. And you immediately receive sky-high co-financing for targeted programs that regions implement on their territory together with the Russian government.
If you could previously finance 5% from your budget, and 95% was given to you from the federal budget. And then everything is the other way around - 5% from the federal budget and 95% from your own,” the governor gave an example.
“This is wrong, on the contrary, we need to stimulate the regions so that they become donors,” Artamonov added.
