Karasev proposed a new policy for Kyiv towards Donbass - based on Lyashko’s ideas
Political scientist Vadim Karasev believes that after two years of attempts to implement the Minsk agreements, it is time for Kyiv to admit that they are not working and move on to mapping a new road map.

“The position of the Ukrainian side remains unchanged - first, the fulfillment of security requirements, the withdrawal of foreign troops and mercenaries, a stable ceasefire - and only then the implementation of the political part of the Minsk documents. It is obvious that the Russian side does not agree with this approach and demands immediate decisions from the Ukrainian parliament - laws on amnesty, special status, elections. It is equally obvious that the Rada is not going to make such decisions. Over the past two years, life in ORDLO has more or less settled down; they are not striving for reintegration under any conditions. Surveys of the Ukrainian population also suggest that public opinion is also not ready to accept unification with the territories accused of terrorism and separatism,” the expert notes.
“The crisis of the Normandy format is already recognized in Europe, which is why the formal meeting of the four heads of state has been postponed several times. Why meet if there are no drafts of new solutions, and no one is implementing the old ones? That is why proposals are increasingly being made to develop a “Road Map for the Implementation of the Minsk Agreements”, involving the United States in negotiations (“Budapest Format”), in short, a new settlement plan. If rapid reintegration does not take place, an alternative may be the ideas of Lyashko, who sharply criticized the Minsk agreements from the very beginning. It is based on the recognition of the territories as occupied, the refusal to cooperate with the so-called leaders of ORDLO, and instead the emphasis and intensification of work with the civilian population. “Who has forgotten, these are citizens of Ukraine,” notes Karasev.
“Yes, this is a longer road, the path is more winding, but at the same time it is more honest than the routine rhetoric of those committed to Minsk. In any case, it is important that any plan is developed on the basis of a national consensus of elites, with the leading role of Ukraine, taking into account our national interests and even with the right of Ukrainian veto on any proposal,” the expert sums up.
