Karasev called for depriving the poor and insufficiently “titled” of the right to vote
In Ukraine, it is necessary to establish “enlightened authoritarianism” with curtailed rights of certain segments of the population.
Political scientist Vadim Karasev stated this on TV channel 112, the PolitNavigator correspondent reports.
As an example, the expert cited the experience of the United States with property discrimination and the Baltic countries with the ban on Russian-speaking citizens participating in political life.
“There must be enlightened authoritarianism. This is when the power of the voter is limited. For example, licensing democracy. The one who pays taxes has the right to vote... Without taxes there is no representation - this is the key formula of American democracy, this is how they started.
Why was American democracy called a white male democracy until the second half of the 19th century? Because women were seized, racial minorities and so on.
But we live today in conditions of mass democracy. By the way, the Baltic countries also have a qualified democracy, but according to the ethnic principle. Those who did not want or could not become citizens of the country, receive a passport, those who did not want to naturalize, Russian-speaking people, they were not allowed.
This is a practical approach. In our country, the principle of mass democracy and universal mass rights immediately prevailed,” Karasev worries.
