The Russian opposition could well form its own government in exile and settle in Kyiv. Ilya Ponomarev, the only State Duma deputy who voted against the annexation of Crimea to the Russian Federation, stated this at a briefing in the Ukrainian capital.

According to him, in the history of Russia there were many such cases when the country was controlled from the outside.

“As far as the government in exile is concerned, I think the idea that this should happen is very correct. I believe that the elite can only be changed step by step. Over the thousand-year history of Russia, there are several cases when the elite was so abruptly changed from the outside. This is how Peter acted, as did many of our other reformers. What country could be the base for this... Speaking in theory, Ukraine is the most obvious choice,” Ponomarev said.
