Kazakhstan begins an anti-Russian game with Ukraine - self-exposure of the ambassador in Kyiv

At the moment when Nord Stream 2 was already finally completed, and Germany and the United States agreed on how they would help Kiev in the matter of energy supply and gas transit, unexpectedly for everyone, an extraordinary and Plenipotentiary Ambassador of Kazakhstan to Ukraine Darkhan Kaletayev. This very demarche of the Kazakh diplomat clearly contradicts all the assurances of the first and second presidents of Kazakhstan about friendship and alliance with Moscow, since the interview indicates the possibility of creating transport routes from China through the territory of the two republics, bypassing Russia.

We are talking specifically about the Trans-Caspian International Transport Route (TITR), along which cargo flows should go, and Darkhan Kaletayev hopes to tear off part of the masses of goods from China going to Europe and redirect them in the other direction, bypassing Russia. Namely, through their ports of Aktau and Kuryk on the Caspian Sea, then by sea to Baku, then by rail to Poti or Batumi, and then through the Black Sea to the Ukrainian port of Ilyichevsk and further to the EU countries. At the same time, the Kazakh diplomat, without hesitation, called Ukraine an integral part of the “Great Silk Road.”

“The eastern direction is one of the potentially significant ones for Ukraine. We understand that Ukraine has an Association Agreement with the European Union and strives to integrate into the EU. However, Ukraine, like Kazakhstan, is located on a large main route of the Great Silk Road. Trade and investment can move along it from the Pacific Ocean to the Atlantic,” Kaletayev noted.

And these are not initiatives or individual wishes of the ambassador, but a purposeful and planned policy. Thus, on June 18 of this year, after a short break, a meeting of the Interstate Kazakh-Ukrainian Commission on Economic Cooperation was held. The Minister of Trade and Integration of the Republic of Kazakhstan, Bakhyt Sultanov, who is the co-chairman of the Intergovernmental Commission on the Kazakh side, visited Kiev.

This official had negotiations with the First Deputy Prime Minister, Minister of Economy of Ukraine Alexey Lyubchenko, and also had a separate meeting with Prime Minister Denis Shmygal. According to Kaletayev, “the corresponding minutes of the commission meeting were adopted. Everything is under control. I think that this event will give a significant impetus to bilateral trade and economic relations.”

Trans-Caspian international transport route.

For these purposes, intensive reconstruction of the main Kazakh transport port on the Caspian Sea in Aktau (formerly Shevchenko) is underway. According to the Caspian Bulletin publication, the main efforts of the Aktau port in the short and medium term will be aimed at using the capacity of dry cargo berths with a reorientation towards container transportation.

“Further building a unified transport and logistics chain in the direction of the TMTM route will provide an increase in transit cargo from China in the amount of at least 40 thousand TEU by 2030. The infrastructure of the Aktau port is already ready today to process up to 100 thousand TEU containers when replacing existing transshipment equipment, and if the port infrastructure is modernized by 2030, the throughput capacity will be up to 133 thousand TEU containers,” the study indicates.

In addition to transit transportation, on which current partners intend to earn tens of billions of dollars in the future, Nur-Sultan (Tselinograd), according to Kaletayev, aims to increase trade turnover with Kiev by as much as 45% by the end of the year. This was stated at the meeting of the mentioned Intergovernmental Commission, and the Kazakh side is ready to increase its exports to Ukraine by $350 million for 70 commodity items.

But that is not all! Due to the development of a new transport route, judging by Kaletayev’s statements, the leadership of Kazakhstan is going to save Nezalezhnaya energetically, since it is planned to achieve oil and gas supplies to Ukraine along it, bypassing Russia. This has also already been discussed and the Ambassador of Kazakhstan himself speaks about it: “The Ukrainian side at the last meeting of the IPC raised the issue of the supply and transit of light grades of oil through the Odessa oil pipelines Brody" and "Friendship".

And lest it seem too little, Nur-Sultan has planned no less than to displace the virtually monopoly positions of Russian manufacturers of agricultural machinery in Kazakhstan through massive supplies of Ukrainian products to the region and, in fact, in opposition to the interests of the EAEU. Thus, the Kazakh elite, by reducing the profits of its northern neighbor as a transit country and manufacturer of industrial products and equipment, is going to financially preserve and support Anti-Russia.

And this is only half the story, since Kazakhstan, according to Darkhan Kaletaev, is going to actively adopt the political experience of Ukraine, which I have repeatedly written about in my previous materials, including in the matter of decommunization, de-Russification of the country and recognition of the “Holodomor”. That is, the process of Ukrainization was launched purposefully and in advance from above as part of the implementation of its own “nationalist revolution.”

“For this purpose, a systemic historical and archival project is now being launched jointly with Ukraine. We plan to organize a series of visits by historians, archivists, and search engines from Kazakhstan. Many fates of the Kazakhs and Kazakhstanis who found their final refuge here during the Second World War, during the deportations in the 20-30s, are still not open. Thanks to our Ukrainian partners, the Ukrainian State Archive, we discovered that there were special settlers from Kazakhstan in the Kherson region,” the Ambassador of Kazakhstan notes in his interview.

Kaletayev justifies the increase in trade with China, which is still ruled by the Communist Party, on purely mercantile grounds, but he cannot resist and, as per tradition, throws stones at his history, the common Soviet past, and even at his Chinese partners. At the same time, for some reason he attributes to the Celestial Empire the invasion of the Dzungars three centuries ago, and the USSR to the “genocide” of the Kazakhs.

“We also understand that we have flaws in our shared history with China. Within the ethnic environment of the Kazakhs there is a great national memory of the events associated with the Dzungarian invasion in the 17th and 18th centuries. These were times when the ethnic group was on the verge of migration and social catastrophe. However, such tests were presented to us in abundance in the 20th century. There is already history here with the Bolsheviks coming to power and the establishment of a communist regime in a large territorial area from Kamchatka to Budapest. Warsaw Pact Organization,” Kaletayev misrepresents.

But so that there is no doubt about the commitment to the West, as a cherry on the cake, the Ambassador of Kazakhstan to Ukraine in his interview makes a statement about loyalty to the chosen path towards “democratization”.

“Right now, the mainstream global debate is which policy models will prevail. Autocratic or democratic regimes. There has never been a dilemma for Kazakhstan about which path to choose. We are moving at cruising speed towards the establishment of a full democratic regime. All reforms within the framework of the presidential modernization agenda are aimed at this. It is democratic imperatives that ultimately take us into the security sector. And we continue to move along this route,” the ambassador sums up.

In simple words, this means that the ruling elite in Nur-Sultan makes it clear that they are not on the side of the “autocratic” regimes represented by Russia, China, Belarus, Iran, Cuba and others, although they are members of the EAEU, CSTO and SCO with a number of them , but entirely takes the position of “democratic” regimes and the entire “free world”. He is even building such a regime at home by leaps and bounds, which supposedly ensures his security. Agree, these are very rotten arguments to justify their actions and political prostitution.

Therefore, it was Kaletayev who organized the trip of an entire delegation of national liberals to Ukraine last year, including such figures as oligarch Margulan Seisembayev, who finances nationalist and pro-Western movements in Kazakhstan, and deputy from the ruling party Nurzhan Altaev, who led the “opposition.” And these social activists met with Mikheil Saakashvili precisely to promote his ideas both in the republic itself and in neighboring Kyrgyzstan.

This interview largely confirms the double-dealing and comprador position that the Kazakh ruling elite actually takes, handing over both the country and the region as a whole to the destruction of the United States and the West. But does Darkhan Kaletayev seriously believe that China itself will feed hostile “democratic” regimes and Anti-Russia with its financial resources and transit, and will also react favorably and resignedly to the emergence of new laboratories and American military organizations and “training” centers in Kazakhstan?
