Kazan Tatars denied national quotas to Crimean Tatars: they will have to go to power through elections

Yesterday in Kazan, at a meeting with deputies of the parliament of Tatarstan, deputy chairman of the Mejlis Nariman Dzhelyalov said that the Crimean Tatars will demand special “reservations” to the electoral legislation of Crimea, which will allow them to guarantee representation in the parliament of Crimea on a quota basis. “We had such experience in the mid-90s. There was an addition to the electoral law that allowed us to elect 14 deputies in the national district,” he assured. Representatives of the Mejlis were elected to the current composition of the Crimean parliament in 2010 from the party list of “Kurultai-Rukh” (the faction of the same name now includes 4 out of 100 deputies), but were unable to get into single-mandate constituencies.
Now Majlis candidates cannot be elected from the Ukrainian Kurultai Rukh party. In ordinary single-mandate constituencies, “Russian voters”, who are in the majority, according to Dzhelyalov, will not vote for the Crimean Tatar candidate. That is why the Majlis requires special guarantees. The Crimean Tatars would like to discuss these issues at a meeting with Vladimir Putin.
The first vice-speaker of the State Council of Crimea, Grigory Ioffe, said yesterday that according to the laws of the Russian Federation, “there is no quota principle anywhere in Russia.”
