Over the past 10, if not 15 years, the Russian low-skilled and low-paid labor market has been dominated by migrants. But the crisis and devaluation forced many of them to return to their homeland, and Russia does not have a surplus of its own laborers for demographic and social reasons, the author of the article writes. And he remembers that there is another category of people who have even fewer financial needs and the ability to protect their rights than migrants - these are prisoners serving time in colony settlements.
According to the publication, the Federal Penitentiary Service has already created conditions for the use of their labor by establishing the Federal State Unitary Enterprise “Trading House of the Federal Penitentiary Service,” which acts as an intermediary between the colonies and public and private companies. This federal state unitary enterprise has the right to offer the market not only mittens and lumber, but also the labor of prisoners.
The pilot project should be the cleaning of the Olympic territory of Sochi, and then the Kerch bridge, the newspaper writes. The labor resources of the Federal Penitentiary Service (we are talking about people in penal colonies) amount to more than 220 thousand people, and this is probably enough for all the “construction projects of the century,” the publication summarizes.
