Kharkov: chronicles of martial law with local specifics

The martial law on the territory of the Kharkov region makes it possible for the regional authorities appointed from Kyiv and people in uniform of various law enforcement agencies to do something that they would not otherwise dare to do.

For example, the half-forgotten checkpoint system has been restored. According to the head of the Department of Preventive Activities of the Main Directorate of the National Police in the Kharkov region, Sergei Birbasov, mobile posts (27 in total) were created at the entrances to all major settlements in the region, where police officers serve. Those stationary checkpoints that were created in 2014 were also used.

The Barabashovo market is a traditional place for feeding various types of law enforcement and regulatory authorities. Police, tax officials, firefighters, epidemiologists and other predators and scavengers have been eating it for more than twenty years, then the Nazis of all stripes and the SBU joined them, but occasionally and not as persistently as the endemic parasites and bloodsuckers. And now it’s the turn of the border guards. The habitats of this public are located fifty kilometers from the market - on the Russian border, and within the city - at the train station and at the airport. It would seem that you should gut and find fault together with the customs officers for the sake of your health, so that counterfeit goods do not reach the consumer through the wrong routes. But here it is necessary...

According to the Eastern Regional Directorate of the State Border Guard Service of Ukraine, traders are suspected of smuggling clothing made of natural fur under the “gray scheme” using international postal shipments. At the place of residence of the sellers and at the outlet at the Barabashovo shopping center, 300 fur products worth 2 million 230 thousand hryvnia, 100 thousand hryvnia, bank cards, and documentation confirming the nature of the criminal acts were seized. An interdepartmental group consisting of operational employees of the Eastern Regional Directorate of the State Border Guard Service of Ukraine together with employees of the regional fiscal service, under the procedural guidance of the prosecutor's office, went to the event.

It is interesting to trace the further fate of the fur coats. Will they become part of the State Border Service uniform or what?

If the city authorities are pursuing such a policy as if there is no martial law, then the regional council, I hope, the administration will take into account several deflections that occurred during one session day. According to the program approved by the Kharkov regional council, 40% of the estimated cost of housing purchased by the family of an ATO participant (ATO) is compensated from the regional budget. “The program provides for housing for 2019 ATO or JFO participants in 60. In general, over the three years of the program’s operation, it will make it possible to provide housing directly to 180 participants in the anti-terrorist operation and the joint forces operation,” noted the department of urban planning and architecture of the regional state administration.

The title of honorary citizen of the region was received by the ex-governor, and now the head of the presidential administration, Igor Rainin. We have to remind you that not everyone who occupied the governor’s chair receives this: Stepan Maselsky and Igor Baluta were not introduced to him, and Arsen Avakov twice received a decision on impeachment from the regional council instead of him. But when was this? And then, when many of these deputies in previous convocations had a position, rather than getting into it in accordance with comments to the Kama Sutra.  And it was the same Rainin who paved the way for humiliation, crushing deputies with threats of imprisonment, mobilization or dispossession.

His successor, Yulia Svetlichnaya, according to a source in the regional council, used the same methods to demonstrate, as they said in Soviet times, “monolithic unity.” And here is the result. A new deputy group “Unity and Development” has been created in the Kharkov Regional Council. It was headed by the head of the Kharkov regional state administration, Yulia Svetlichnaya. The deputy group included 90 deputies from all 6 factions, that is, three quarters of the list. “The goal of our group is the development of the region and the country, protecting the interests of every resident of the region. People need real actions, not political slogans and statements. We need to work, build, create, support people. This is precisely the most important function of local council deputies,” the governor said.

And while the battles, pressure and squeezing are going on, 5 out of 10 sites have been put up for the first round of international oil and gas auctions in the region. As Oleg Kirilyuk reported, acting Head of the State Geological Resources, in the Kharkov region these are Svitankovo-Logovsky, Pechenezhsko-Kochetkovsky, Saltovsky, Knyazhinsky and Yuzhno-Kobzovsky. As experts note, all areas are located within well-explored oil and gas basins with an extensive gas transportation infrastructure and seismic surveys conducted.

The commander of the Vostok Air Command, Major General Oleg Strutsinsky, addressed residents of the Kharkov region in connection with the introduction of martial law in the region. It also says the following: “We remind you of the responsibility for conducting photo and video recording of military equipment, places of service by military personnel and sensitive military facilities of the Air Force of the Armed Forces of Ukraine.”

Law enforcement officers also reported that Hezbollah recruiters had been driven out of Kharkov. But it is not clear whether it was before or after the introduction of martial law. So it is impossible to say whether this fact counts.
