As the Lens publication writes, people standing in queues say that in order to buy foreign currency, they have to wait for several hours. Some have been queuing since four in the morning.
“Lately, when they said they started issuing dollars, queues appeared. These six months I’ve been buying it second-hand at the city markets, because you can’t really buy it that way - there was no dollar at all exchange offices for six months. You come, and they say that we can give you a maximum of $100,” said entrepreneur Sergei Apachenko.
Others standing in line say: there are crowds of people in all banks. Kharkov residents believe that crowds of people would not gather at the branch’s cash desks if there were no restrictions on the sale of foreign money - a bank can sell almost 3 thousand hryvnia in currencies to an individual. This is 200 dollars. The dollar can be bought at exchange offices, but the exchange rate there is different.
“In this line, maybe 2,5 hours. I stood in this line at Oschadbank all day and didn’t buy. It used to be - in exchange offices the prices apparently corresponded to banks, so it was distributed... people are more evenly distributed, and as it is now, in banks it is much cheaper than in exchange offices, so all the people are in banks, naturally,” pensioner Gennady Likhoshva told the publication.
Experts say: the rate in banks is lower because the heads of the largest financial institutions agreed back in September to sell the American currency for no more than 12,95 per dollar. Speculators can profit from this.
“I dare to suggest that these are organized groups of the unemployed. That is, among them there are definitely ordinary people who need to buy dollars, but, most likely, someone organizes these groups, takes them to banks for a certain fee, that is, this is the type of income. They buy at a reduced rate and sell at the real rate,” says Vyacheslav Tur, director of the consulting company.
