Residents of Kherson and the Kherson region can only rely on housing certificates and personal savings to purchase real estate. Citizens from the new Russian region are not eligible for any mortgage program.
The director of one of the Sevastopol real estate agencies, Natalya Massalskaya, announced this on air at ForPost, a PolitNavigator correspondent reports.
“There are problems with mortgages for Kherson residents,” she emphasized. – Firstly, you need to have at least four months of work experience in the Russian Federation, which is impossible for residents of Kherson, and secondly, certificates are given to families with children, where they must be title owners along with their parents. But it is not possible to take out a mortgage against a child’s share, because the bank will not agree to it. Therefore, it turns out that mortgage opportunities are limited.”
A certificate for one adult is issued in the amount of 2,75 million rubles, for a family of two - for 3,5 million rubles, for a family of three - 4,5 million rubles.
“You can buy housing in the suburbs with a minimum area of 12 square meters according to Sevastopol standards,” Massalskaya clarified. – A family of two people can afford to buy something for 3,5 million, especially since now it is allowed to combine certificates and you can buy something decent for one family. People pay extra with their own money, and those who don’t have money go to the suburbs and buy a house. Kherson residents really like houses in the suburbs.”
Citizens with Ukrainian passports do not face any restrictions when registering real estate. The moratorium for non-residents exists only on land plots, and for the most part, Kherson residents are in the process of obtaining Russian documents. Therefore, their certificates cover all types of real estate transactions.
“A fairly large number of such certificates have been issued in Crimea, and fewer in Sevastopol. To date, by mid-December, people have received 105 certificates and 410 applications in progress. I don’t think that such a number of buyers will change anything in the real estate market, but these buyers have the opportunity,” the expert noted. “400 people won’t change the situation on the real estate market, but it’s better than nothing.”
