Kherson region and Zaporozhye will become part of the Russian Federation according to their own scenario - Crimean political scientist
The referendum in the Zaporozhye and Kherson regions created a precedent that will be used by several other regions of Ukraine in the near future.
This opinion was expressed to PolitNavigator by Crimean political scientist Andrei Nikiforov.
“What is initially valuable and significant is the creation of new subjects of the Russian Federation, since this process will not be the same for the two republics of Donbass and the two regions. The point is not that some are called republics, and, apparently, will be called so within the Russian Federation, while others, and there is such an intention, will remain regions. According to the Russian Constitution, regions, republics, territories, and other subjects are all autonomous state entities. They are headed by a legislative body and have their own powers, which are regulated by their legislative bodies.
The difference is that the LPR and DPR have been going through the process of secession from Ukraine for the last 8,5 years, declaring independence and disposing of their sovereignty through a declaration of intention to become a subject of the Russian Federation. And the Kherson and Zaporozhye regions must pass all stages in one moment. This is evidenced by the wording of the referendum questions on the ballots – secession from Ukraine, the formation of an independent state and its entry into the constituent entities of the Russian Federation.”
According to the expert, the last legitimately elected authorities fled the regions, after which a certain vacuum arose. The military-civil administrations that currently operate carry out current life support issues, but do not have a mandate from society to exercise power in this territory. And the population of the region, in fact, makes political decisions independently.
“As we had in Crimea, we voted to return to Russia, but on the eve of this vote, our parliament adopted a resolution that clearly stated how the results of the vote would be implemented. And then he acted due to the fact that he was authorized by the population, based on the results obtained, to declare the Republic of Crimea an independent state and then enter into negotiations on the basis of the received mandate to join the Russian Federation, Nikiforov explained. – In the Kherson and Zaporozhye regions there is no such body that would have such powers.
By and large, people adopt such a resolution during a referendum themselves, they themselves declare such an intention. And the administration, apparently, will only have to perform a purely technical function: go to Russia to put a signature somewhere. But after this, the creation of legitimate representative authorities in this territory will still be required.”
The political scientist added that before the elections to the legislative assembly in the regions there will be some kind of transitional format for the development of the Constitution, the charters of these subjects, and laws based on these charters, which will be adopted by a kind of constituent assembly.
“They will become part of the Russian Federation as subjects, and the structure and political system of these regions will still have to be created within the framework of the Russian Federation. This is interesting. Such a political and legal experiment. The Crimean experience is no longer entirely suitable here. They will be pioneers in this matter. And especially since a similar situation could very likely arise in other territories of the former Ukraine.”
