On Wednesday, April 10, the UN Security Council meeting on Syria continued in New York. This time, Russia and the United States put forward for voting their draft resolutions on the use of chemical weapons in Syria and methods of responding to them.

Considering that at the moment two decisive forces are colliding in Syria - Russia and the United States, their confrontation has spilled over into the Security Council. Therefore, the coverage will mainly be given to the speeches of Russian permanent representative Vasily Nebenzi and his American colleague Nicky Haley. Interesting opinions of permanent members of the Security Council will also be given. The opinion of the temporary members of the Security Council will have to be sacrificed.

The United States has all the levers of behind-the-scenes influence both on the composition of the experts sent to Syria and the ability to fabricate in advance everything they dig up there, including conclusions. And at the same time, the sharpers, who have eight aces up their sleeves, set conditions for Russia.

The main thing you should know about the American draft resolution is that the United States proposes to give the UN Security Council the right to appoint those responsible without any investigation and to authorize a forceful response.

The JIM (UN-OPCW Joint Mechanism to Investigate Chemical Attacks in Syria) has become a tool in the hands of anti-government forces. The investigations are being conducted in violation of the rules and regulations of the OPCW. “We know the price of this “independence.” This is real anarchy and manipulation.”

“Why do you need an investigation mechanism when you have already appointed the perpetrators? “A year ago in Khan Sheikhoun it was the same thing – first a provocation, then a missile attack.” “Washington does not need the Security Council’s decision - it will become the basis for a strike on Syria.” “Russia will be ‘guilty’ in any case.”

“The US resolution has been on the shelf for a long time. Now they pulled her out to fail. America has long stated that if the UN does not make a decision, then it itself will make a decision [on a missile attack on Syria].” The United States is undermining the authority of the Security Council by putting forward an unpassable resolution in advance.

As a result, the Security Council's own draft resolution was prepared, which was presented on January 23. The Western camp immediately reacted with hostility to him, since the Russian document closed loopholes that made it possible to manipulate the investigation, which was the cause of the death of the SMR. Russia did not invent anything in its document, but only used existing OPCW rules.

The Russian document allows for an impartial investigation and is worthy of a vote for it.

The draft Security Council resolution from the Russian Federation is put to a vote. Results: 6 votes for: from permanent members - Russia and China, as well as Kazakhstan, Bolivia, Ethiopia and Equatorial Guinea. Against – 7 votes. Abstaining – 2.

Accordingly, the American crowd, in retaliation, unanimously fails the Russian draft resolution.

What follows is a long speech about the peacefulness of the United States, which is putting a lot of effort into peacefully resolving the Syrian conflict, so much so that it begins to seem as if the US permanent representative is about to begin to grow wings.

Old songs about the main thing: the Syrian government regularly uses chemical weapons against its people, the United States has long been clear about everything and the answer will soon follow.

“History will not be kind to one member of the Council: Russia chose Assad.” There is a lot of blah blah about the fact that the ruins of a XNUMXth century monastery are also Russia. “Drummer of Capitalist Labor” includes a Russian veto counter.

China: Responds positively to the Russian document. Names the points in which the Russian draft resolution is superior to the American one. China regrets that the Russian document was rejected.

Russia is in favor of sending OPCW experts to Duma as soon as possible, and the Syrian government has already made the same request to this organization. Experts' safety is guaranteed.

The Russian permanent representative puts to a vote a draft resolution from Sweden with some Russian amendments.
