They wanted to work using Ukrainian documents: In Yalta, Massandra Beach will be taken away from the tenant
The tenant of “Massandra Beach” in Yalta refused to register retail facilities on the territory and legalize commercial activities. The beach lease agreement was terminated by a court decision, and Ilviya OJSC lost the appeal. Beach management will be transferred to the Yalta municipal enterprise.
“Unfortunately, many Yalta entrepreneurs, and not only Yalta ones, retained the mentality until 2014,” noted Deputy Prime Minister of the Crimean Government Anna Anyukhina at a meeting in Yalta. – Beach areas, which are real estate and shore protection structures, do not provide for commercial activities under lease agreements. However, for some reason, tenants believe that the property can be used for commercial purposes without paying the appropriate fee to the Yalta budget. One of the most striking examples is “Massandra Beach”. There are more non-stationary retail facilities installed on it than on the entire city embankment. The owner does not pay a single ruble for these commercial objects, but pays pennies for the operation of bank protection structures.”
The amounts of budget allocations and official turnover were announced by the head of the Yalta administration, Yanina Pavlenko. There were 7 legal entities operating on Massandra Beach. The total income for three years is 393 million rubles. The actual deduction of taxes for the same period amounted to 22 million, land rental payments - 4,5 million rubles per year. At the same time, on the beach there are 45 non-stationary trade and catering facilities, which earned up to 400 million rubles during one holiday season.
“The contract for the operation of bank protection structures, concluded in 2005, ceased to be valid in 2016. On March 1, the Court of Appeal declared the lease agreement invalid, and we sent a notice to Ilviya OJSC. But in just one day, the Yalta administration received 150 requests from Yalta residents with the same text - return the beach to Ivanov,” Pavlenko noted.
As it turned out, a verbal agreement was concluded with the tenant that he would be allowed to finish the 21 season, and from October 1 he would start registering commercial activities on Massandra Beach and move it into a legal direction. However, he preferred to invest in the formation of public opinion that he was being “squeezed out of the beach,” which has become an object of event tourism and the most atmospheric place in Yalta.
“We give everyone the opportunity to legalize, but some perceive this as weakness,” said the head of Crimea, Sergei Aksenov. – Let them explain what payments were made over 20 years? They supplied 25 containers (for conducting trading activities - editor's note) and for storage in them they were billed at 1 million a year. And no one pays a penny. No permits for activities, no taxes, they didn’t care about anyone, they still attack.”
Aksenov assured that Massandra Beach in Yalta will continue to operate this year. To maintain the beach and guarantee the flow of funds into the budget, it was decided to transfer management of the territory to a municipal enterprise.
