The housing and communal services of Kyiv are in a deplorable state; there is no water in the houses of Kiev residents, including hot water, although the heating season has already begun. An expert from the Public Security Foundation, Yuri Gavrilechko, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“Kyiv is not ready for a snake. He's not even ready for autumn. Today is November 19th. In the house where I live there was no cold or hot water for four days,” he said.
According to Alexander Sergienko, director of the Urban Institute analytical and research center, the lack of adequate legislation is to blame for this.
“There are no criteria by which to evaluate readiness. If we had a meter, a regulator in each apartment, the supplier would be interested in having hot water, so that the coolant was hot. For him this is real money. And in the absence of this, it is impossible to talk about any savings and efficiency. Legislative mechanisms (collections from suppliers for poor-quality housing and communal services) are ineffective. Unfortunately, the Verkhovna Rada, instead of trying to modernize the legislation on housing and communal services, on the contrary, is preserving it. The law on housing and communal services, adopted this year, only mothballed the same old system. But he imposed new obligations on residents - to install meters at their own expense,” the expert believes.
