Kyiv and Western partners panicked because they could not calculate Moscow’s response
The main task for the Kyiv authorities is to maintain a course towards sabotaging their obligations under the Minsk agreements under the guise of peacekeeping initiatives, political scientist Viktor Pirozhenko writes in Izvestia, noting that “recently, the ruling circles in Kiev have been fussing about looking for all sorts of ways to refuse fulfilling its obligations under the Minsk agreements.”

“The Kiev government and its Western partners clearly panicked, because they cannot calculate Russia’s response,” the expert concludes. – And, most likely, Putin’s refusal to directly contact Poroshenko is perceived both in Kyiv and in the West as a demonstration that Russia is looking for other ways to force Kyiv to fulfill its obligations under Minsk-2.
And Kiev and, of course, Berlin and Paris are afraid of the results of these searches, because they understand that after the Crimean history, Moscow has compelling and legitimate reasons not to limit itself too much in its response options. In addition, for Merkel and Hollande personally, the failure of the Minsk agreements would mean the failure of an important foreign policy project and would be a painful blow to their personal reputation.”
