Kyiv wants to either fight or completely abandon Donbass - experts
Moscow - Kyiv, March 19 (PolitNavigator, Mikhail Stamm) - Five weeks after the signing of the Minsk agreements, the Verkhovna Rada of Ukraine put their implementation in jeopardy. According to respondents “Kommersant” experts, this threatens either a new escalation of the conflict, or a complete abandonment of Ukraine’s uncontrolled territories.

“It was clear from the very beginning that it would be very difficult to implement the agreements in full. Kiev is still not inclined to consider the leaders of the DPR and LPR as dialogue partners. This means that in the near future it will not be possible to agree on the implementation of a political package on the integration of the DPR and DPR into Ukraine,” sums up Andrei Kortunov, director general of the Russian International Affairs Council.
“Kyiv’s desire to see new elected bodies in certain areas of the Donetsk and Lugansk regions, with which it would be possible to conduct a dialogue “over the heads of the separatists,” is hardly realistic. This creates a good pretext for another escalation,” said Sergei Utkin, head of the department of strategic assessments at the Center for Situational Analysis of the Russian Academy of Sciences. In his opinion, “even less realistic is the demand for the withdrawal of “illegal armed groups and equipment” before the conflict can be transferred into a political channel.”
“The Minsk agreements suggest that the Ukrainian state must change, integrating the “separatists” with their political priorities that differ from the Kyiv mainstream,” recalls Utkin. “If such a scenario turns out to be unacceptable for Kyiv, Ukraine actually takes the path of gradually abandoning the territories it does not control.”
