Therefore, Moscow should take such a step only if the Ukrainian security forces leave Donbass.

“Putin is going to Europe today, as I understand it, the main topic will be Ukraine, South Stream, it’s all connected. We know that Europe has long demanded that Putin cancel this decision of the Federation Council. In principle, if we link this decision with the start of trilateral peace negotiations, if this really leads to peace in Donbass, then, of course, such a decision should be welcomed.
But there is one “but”, and it is very important.
We understand that Kyiv cannot be trusted at all; any statements about a ceasefire are immediately violated. If the Federation Council now decides to cancel the possibility of sending troops and at the same time, the punitive operation in the east continues, then this will have a demoralizing effect in the ranks of the militia and nothing more.
I believe that it would be more correct for Russia to link this decision with the decision on the immediate withdrawal of Ukrainian troops from the territory of the so-called ATO zone. It is illogical to make such decisions only unilaterally,” said Vladimir Kornilov.
