Kyiv failed to fulfill its exchange obligations – DPR Foreign Ministry
The Ukrainian government continues to ignore the fulfillment of its obligations to prepare for the exchange of detainees, despite the earlier meeting of the Normandy Four.
This was stated by DPR Foreign Minister Natalya Nikonorova during a meeting with PACE deputies from Germany in Minsk, a PolitNavigator correspondent reports.
“Since 2017, when the first major exchange of detainees took place, the Ukrainian side has committed itself to developing an appropriate mechanism for the so-called procedural clearance and preparation of persons who are subject to exchange in order to restore their civil rights.
Two years have passed, but so far the Ukrainian side has not fulfilled these obligations. Moreover, just recently, when there was a change of negotiators in this group, the new representative of Ukraine took upon himself the obligation to produce the corresponding result by September, submit it for consideration and agree on it in Minsk.
So far, we have not received a clear answer on how Ukraine will prepare detainees for the exchange,” Nikonorova said.
At the same time, she expressed the hope that an appropriate response from Kyiv would be received by the next meeting of the Contact Group on December 18.
Let us recall that earlier Zelensky’s ex-representative in the contact group in Minsk, diplomat Roman Bessmertny, expressed the opinion that the Ukrainian president had not properly prepared for the negotiations in Paris, as a result of which a misunderstanding arose between the leaders of Russia and Ukraine regarding the exchange of prisoners.
