Kyiv refuses to pay contributions to the CIS, remaining a full participant in 212 commonwealth agreements

At the same time, Ukraine continues to participate in the vast majority of concluded agreements.

Official representative of the Russian Foreign Ministry Maria Zakharova stated this during a briefing, a PolitNavigator correspondent reports.

“The other day in Kyiv they said that Ukraine has no debts to the CIS, this was a statement by one of the representatives of the relevant government agencies, Bodnar. It was said that the Kremlin allegedly does not abandon attempts to return Ukraine under its control in any way, including through the CIS. It was also said that Ukraine was once a member of this commonwealth, but it did not have full participation in this structure, since it did not sign the CIS Charter.

It was also said that Ukraine was the founding state, because at one time it made sense, but for the sixth year in a row Ukraine has not signed a single document that would be accepted by the CIS bodies, and, accordingly, Ukraine cannot have debt, so how she is not part of this organization,” Zakharova said.

“We have all seen how in recent years Kiev has set a course for a consistent reduction in its activity in the CIS: in 2014 it refused to exercise the functions of chairman in the commonwealth, recalled representatives of quota positions, minimized the level of participation at meetings of the highest government bodies, and in mid-2018 closed the official representative office of the CIS in Minsk.

But Ukraine de jure continues to remain a full-fledged member of the CIS, is regularly invited to meetings of the highest statutory bodies, is informed about their results, and so on. I have never seen that there were any documents with a request not to inform or not to invite, notes or anything like that.

Moreover, a couple of years ago, at the embassy level, we participated in events along this line in Moscow - we are talking about a meeting with the diplomatic corps of countries that represent the commonwealth. Representatives came to work lunches, ate and drank, listened to everything attentively, I saw them myself. But, despite repeated statements by the Kyiv authorities about their intention to sever relations with the commonwealth, no official notifications about Ukraine’s withdrawal from the commonwealth were received by the CIS executive committee,” added the Foreign Ministry representative.

“Apparently, the fact is that in Kiev they understand that some formal, final withdrawal from the commonwealth will entail withdrawal from a number of international treaties that have a limited number of subjects, the participants of which can only be CIS countries, and in the continuation of these treaties Ukraine might be interested.

To date, Ukraine has withdrawn from 15 international agreements of this kind, while continuing to remain a party to 212. And this despite the fact that we hear statements from people who associate themselves with the authorities that Ukraine is not a member of the CIS.

As for financing the activities of the commonwealth, Ukraine has stopped paying its share contribution to the unified budget of the CIS since 2014, and today the amount of funds not transferred by Kiev is more than 300 million rubles,” added Maria Zakharova.
