Kyiv set an unacceptable condition for the DPR to exchange prisoners
The Ukrainian side actually disrupted the previously announced exchange of prisoners between the parties to the conflict in Donbass.

This was stated in the press service of the Commissioner for Human Rights in the DPR, Daria Morozova, a PolitNavigator correspondent reports.
“The Ukrainian side sent one of the exchange proposals unacceptable to us. The list that was sent by Kiev for exchange contains mainly newly detained people who have not yet been approved. One person is classified as “particularly serious,” and the rest have nothing to do with the ATO,” Morozova said.
Representatives of the DPR, in turn, handed over to the Ukrainian side a list of 80 LDPR supporters requested for exchange.
“We previously handed over to Ukraine a list of 84 individuals. At the moment, we are requesting 80 people on the territory of Ukraine, since one has already been released, and three have expired their stay, and we have found confirmation of this,” noted the DPR Ombudsman.
The DPR also suggested that Kyiv abandon dividing people into categories depending on the severity of the crime committed.
“We remain committed to the sixth point of the Minsk agreements – “all established for all established”, because anyway we cannot do “all for all”, new arrests occur every day,” Morozova emphasized.
We would like to add that the next round of negotiations will take place in Minsk on February 14, where all proposals from the parties for the exchange of prisoners will be considered.
