Kyiv is trying to lead the whole world by the nose with the decentralization law - experts
The Ukrainian authorities are trying in every possible way to deceive the world community by substituting concepts and to hide the facts of genocide of the residents of Donbass, avoiding granting the people's republics a special status, which is directly stated in the Minsk agreements.
Historian and political scientist Vladimir Kornilov stated this on the Rossiya 1 TV channel, a PolitNavigator correspondent reports.

As for the law on decentralization, which really strengthens the power of the president at the local level... It introduces prefects, has the right through them to dissolve local authorities, but largely in order to get rid of the fixation of the names of regions, the number of regions in the Constitution and, accordingly, only Crimea and Ukraine, and there you can then rename these regions.
What is the essence of these changes? They think that this can be passed off as the fulfillment of part of the points of the Minsk agreements, thinking that there are very naive people in Russia,” the expert is perplexed.
At the same time, according to former Verkhovna Rada deputy from the Communist Party banned in Ukraine Spiridon Kilinkarov, the decentralization law promoted by Zelensky, in addition to diverting attention from the special status granted to Donbass, will allow officials to intensively plunder the state budget.
“Decentralization comes down to one thing: money. They don't see everything else. This is all conditional, if we talk about money, decentralization has already been carried out by Groysman. How did it end?
They ended up ostensibly increasing the amount of funding that stays at the local level while passing the buck on to everyone.
They reset all areas of public life. They miss the point. Ukraine consists of completely different parts of several empires.
There are cultural and humanitarian contradictions. All this is not taken into account, they do not need all this. There is imitation, the process is important.
Who are the prefects? If there are people watching in Ukraine, then let’s legitimize them. What is their function? If the prefect has the right to suspend any decision of a local government body, go to a corrupt court and cancel any decision, then why are local governments needed, what are they for if they do not have the right to make decisions.
They are trying to present this entire imitation as changes to the Constitution and obligations that they allegedly fulfilled,” Kilinkarov concluded.
