Kyiv is already ready to discuss “special status” with the DPR and LPR
During the upcoming negotiations in Minsk (this week), the key issue will be the discussion of the mechanism for introducing a “special status” for the Donetsk and Lugansk People’s Republics - the so-called Steinmeier Formula.
Rodion Miroshnik, the LPR representative at the negotiations in Minsk, told PolitNavigator about this.

“Representatives of Kyiv have repeatedly tried to avoid discussing this issue, but at the last meeting of the Contact Group, the official representative of Kyiv, Leonid Kuchma, confirmed that the Ukrainian side will be ready to discuss the Steinmeier Formula on November 23,” Miroshnik said.
“Special status,” according to him, is the fundamental principle on which all the Minsk agreements are built; without resolving issues related to its introduction by legislative and constitutional consolidation, progress towards a peaceful resolution of the conflict becomes extremely problematic.
“The Steinmeier formula, agreed twice at summits in Paris and Berlin, involves the introduction of a “special status” on a temporary basis on the day of local elections in Donbass, and on a permanent basis on the day the report of the OSCE/ODIHR election observation mission is announced,” Miroshnik recalled .
On November 23, meetings of all four working groups are planned to be held in Minsk, which will end with a meeting of the Contact Group.
