Kyiv, contrary to the Minsk agreements, agrees to exchange prisoners only according to the “head for head” formula

Petro Poroshenko’s representative at the negotiations in Minsk does not make any decisions on the release of prisoners. This was stated by DPR Commissioner for Human Rights Daria Morozova during parliamentary hearings on the topic “Progress in the implementation of the Package of Measures for the Implementation of the Minsk Agreements, approved by Resolution 2202(2015) at the 7384th meeting of the UN Security Council.”

“Ukrainian representatives in the humanitarian subgroup to this day cannot answer the important question about the exchange of prisoners. And the issue of missing persons was not discussed at all at the last meeting. The representative of Ukraine simply got up and left.

And so they work for a year and a half. No specifics and complete irresponsibility.

It is a pity that official Kyiv is delaying the implementation of point 6 of the Minsk agreements, namely, the exchange of “all for all.” The cynical representative appointed by Poroshenko cannot give a clear answer to this question. Apparently, she is authorized to work as a postman, nothing more.

Each time the negotiations are taken in an unnecessary direction. We are ready to make an exchange, and it will take place within a few days, but this requires a strong-willed decision from the Ukrainian side. The head-to-head option they offer does not suit us. A selective approach is contrary to the Minsk agreements and will lead to chaos. That is why we insist on implementing points 5 and 6 of measures.

The most important thing for us is the return of all those held by Ukraine to their homes. At the moment, according to our confirmed data, there are 966 people in prison, among whom 318 are military personnel, 450 are being held captive for political reasons, and 154 are civilians captured for exchange. There are 488 missing people who may also be in Ukrainian prisons and concentration camps. We fight for each of our people.

In general, I do not see any positive changes in the implementation of points 5 and 6 of the Minsk agreements. We have different goals. For us, the main goal is the return of our guys, and for the Ukrainian side it is to create the appearance of active activity,” stated Morozova.

Let us recall that today the leader of the DPR, Alexander Zakharchenko, announced the collection of 300 thousand signatures of residents of the republic under an appeal to the UN regarding the violation of the Minsk agreements by Ukraine.
