Kyiv has confused the OSCE with its position on the armed mission in Donbass
Currently, Kyiv is not ready and able to propose a constructive agenda for the purpose of integrating Donbass into the constitutional, legal and economic space of Ukraine.

Permanent Representative of the Russian Federation to the OSCE Alexander Lukashevich spoke about this in an interview with Rossiyskaya Gazeta, answering the question whether the West is interested in resolving the situation in Ukraine.
“Yes, I think you can already feel tired of the current situation, especially since much more serious and global problems are layered on top of this,” Lukashevich believes. – Ukrainian colleagues are making efforts to ensure that this topic does not go into the shadows due to other issues, such as the migration crisis, prospects for the further development of the European Union, the NATO factor in Europe, and so on. Of course, the presence of the OSCE and the work of a special monitoring mission in Ukraine are important elements in stabilizing the situation, but everything depends not on monitoring, but on the parties. Unfortunately, Kyiv is not ready and able to propose a constructive agenda for the purpose of integrating Donbass into the constitutional, legal and economic space of Ukraine.”
The publication’s interlocutor also said at what stage the issue with the OSCE armed police in Donbass is.
“Here the Ukrainian representatives have confused everyone. The OSCE is a civilian organization that, through non-military methods, must help resolve any conflict in its area of responsibility, because the mandate does not provide for peace enforcement operations, noted the Russian Permanent Representative to the OSCE. – Ideas about any armed component or the involvement of police functions in the conflict zone were met very coolly in Vienna, even by the Americans, not to mention the governing structures of the OSCE and the mission itself in Ukraine. In order to clarify, respond to the proposals of Ukrainian President Petro Poroshenko and put an end to these endless discussions, the Russian side offered the participating states two options that could be agreed upon. Firstly, we are talking about the creation of demilitarized zones and strengthening the functions of the OSCE special monitoring mission in these zones to monitor the disengagement of the parties and certify warehouses with withdrawn weapons. And here, in the context of strengthening monitoring capabilities, an additional contingent is possible, without excluding the option of providing them with service weapons for personal safety purposes.”
“The second option has nothing to do with the activities of the special monitoring mission,” added Lukashevich. – This is an operation in support of the OSCE/ODIHR election observation efforts, including an assessment of security conditions if the parties agree on the modalities of the elections in Donbass. We are talking about international experts who will have to ensure the work of ODIHR monitors in election territories together with the people's militia units of the LPR and DPR. It is clear that the Ukrainian side is categorically against such a model, but options are being discussed.”
