The electronic single ticket system in the field of passenger transportation operates in many major cities of the world, except Kyiv. The principle of operation is that you can pay for travel on buses, trams, trolleybuses, metro and minibuses with one electronic ticket.
Meanwhile, according to experts, 40-50% of the revenue in this industry in its current state goes to the salaries of controllers, cashiers, and conductors, while maintenance of the electronic system requires no more than 5% of the revenue, according to the anti-corruption investigation program “Our Pennies.”
Several times, substantial sums were allocated from the budget for the implementation of a single ticket system. Thus, in 2013, 400 validators were purchased for about UAH 3 million. The equipment was installed in buses, but in reality it turned out to be an expensive analogue of a conventional composter.
The next budget tranche amounted to half a billion hryvnia. The money attracted the attention of the bidders, but by a mysterious coincidence, all the contenders, and there were four of them, offered products from the only company “Ridango” (Estonia).
According to Anatoly Dolinny, a representative of KS-Mechatronics LLC, the implementation of an electronic single ticket system can cost much less, at least one and a half times. However, the problem is that Kiev still does not have a clear action plan, and finances are still spent on purchasing validators. Whereas, in addition to them, it is also necessary to issue electronic cards, create a service center, and develop new tariffs. But Kievrada doesn’t seem to care much about this.
