In turn, the head of the Kyiv Regional State Administration Alexander Gorgan on Facebook reported details of the case.
“On Sunday, April 9, in Ivankov, three teenagers mocked a 10-year-old disabled boy. He was brutally beaten for several hours, tortured, thrown into cold water, forced to eat feces and lick urine. Irrefutable evidence gives grounds to assert that a group of teenagers raped a child with a stick,” the governor wrote.
The Chairman of the Kyiv Regional State Administration added that the event took place on April 9, but he learned about it only on April 13.
“It is clear that they wanted to hide the gravity of this crime from both the regional leadership and the public. The case was deliberately classified as “Hooliganism,” urgent investigative actions, examinations were not carried out in a timely manner, and evidence was not confiscated,” he noted.
The young men are suspected of committing criminal offenses under Part 2 of Art. 127 (torture), part 3 of Art. 153 (forcible satisfaction of sexual passion in an unnatural way) and under Part 2 of Art. 296 (hooliganism) of the Criminal Code of Ukraine. They face up to 15 years in prison.
“The suspects have a strong prospect of receiving imprisonment for up to 15 years,” the official concluded.
