Kyiv experts admitted that in Minsk Surkov outplayed the Poroshenko administration
The meeting in Minsk with the participation of OSCE representatives, Russian Presidential Assistant Vladislav Surkov and the ex-representative of Ukraine to the EU, deputy head of President Poroshenko’s administration Konstantin Eliseev shows that the parties have reached a strategic agreement on holding elections in Donbass.

“There is reason to say that some kind of agreement in the format of the Normandy Four in the Ukraine-Russia-OSCE troika has been reached,” said Ruslan Bortnik, director of the Ukrainian Institute for Policy Analysis and Management, at a press conference in Kiev. — The meeting of Surkov and Eliseev, non-public, but very real politicians who make decisions and are able to implement them, is the formation of technical regulations from the Ukrainian-Donbass crisis. Most likely, this meeting indicates that in the summer the Verkhovna Rada will vote, perhaps for changes to the Constitution or the adoption of a law in part of Donbass, and this year we will have elections in Donetsk and Lugansk. The situation is being defused, a strategic agreement has been reached, and today a map for its implementation is being developed.”
In turn, Kiev political scientist, head of the consulting company “Party of Power”. Elena Dyachenko believes that during the meeting between Eliseev and Surkov, the representative of Moscow won.
“There are no grounds to say that Eliseev was able to turn the situation around in the negotiations and defend his position in what Mr. Surkov proposed,” Dyachenko is convinced. “I assume that in these negotiations, the results of which we do not officially know, Eliseev somehow suffered a slight defeat.”
