Kiev expert: there will be no breakthrough in the Minsk agreements, Europe will take care of itself
Intra-European problems will prevent the EU from playing its previous role in the situation around Ukraine.

This forecast was shared at a press conference in Kyiv by the director of the Ukrainian Institute of Policy Analysis and Management, Ruslan Bortnik.
“There is a global game going on between Russia and the United States in implementing the Minsk agreements. But this is not the implementation of the Minsk agreements. Even during the Paris summit, an agreement was reached between the United States and Russia on the implementation of the Minsk agreements. But the parties do not trust each other, and during this time relations between them have not improved. And today there is a game in which the United States declares exerting pressure on Ukraine, and Russia does the same in relation to Donetsk and Lugansk. The real process of dialogue will begin when the meetings cease to be public, and we will begin to learn about them after some time.
Today these are dances with tambourines, in which everyone does not want to find themselves in the position of the party that is accused of disrupting the Minsk agreements,” says the political scientist.
In his opinion, despite this, a vote in the Rada regarding elections in Donbass and changes to the Constitution could happen this summer. The only question is which proposals will be voted on.
“Constitutional changes regarding the features of local self-government in the Donetsk and Lugansk regions? So they are not agreed upon with Donetsk and Lugansk. You can vote from them, but in Donetsk and Lugansk they will say that they did not agree with them and this does not comply with the Minsk agreements. Voting laws on elections or amnesty that are not agreed upon by Donetsk and Lugansk is pointless. All this is a continuation of the geopolitical game and throwing the ball to each other. Therefore, for now I do not predict any breakthrough in the implementation of the Minsk agreements,” says Ruslan Bortnik.
According to him, the lack of real dialogue between the parties to the Ukrainian conflict is intensified by the European situation, in particular, Brexit, one of the key consequences of which will be that Europe will plunge more and more into its internal problems and play less and less geopolitical role.
“And Ukraine will find itself between the United States and Russia in this geopolitical confrontation. The role of Europe will decrease – both political and economic. The influence of the United States on Europe will decrease. EU decisions will now be less pro-American,” he predicts.
