Kiev political scientist: Zelensky only pretended to care about the Ukrainian manufacturer
President of Ukraine Vladimir Zelensky signed a law adopted by parliament establishing localization requirements for goods purchased under government orders.

In the first year of the law, the localization requirement is set at 10%, followed by an annual increase of 5%. The growth in localization requirements will stop at 2028% in 40.
The degree of localization of production is determined independently by the manufacturer of the product that is the subject of purchase and is confirmed by the authorized body.
The Cabinet of Ministers must now develop a regulatory framework for the application of localization requirements during public procurement.
In a comment to a PolitNavigator correspondent, political scientist Vladimir Volya noted that in fact the law is of a compromise nature and, by and large, the localization threshold must be higher for such a law to really work.
“This is the result of a compromise with the European Union. In fact, the authorities could not abandon the very idea of localization. From a PR point of view, the law looks very beneficial and emphasizes concern for local producers. It is logical for them to buy their own from their own. Moreover, the Ukrainian government must provide orders for the work of Ukrainian manufacturers. It was precisely the idea itself that they could not refuse,” the expert noted.
“At the same time, the government could not abandon its intentions for closer integration with European producers and economic integration with the European Union. “In the end, we went for this compromise option, which, by and large, reduced the idea of localization to a minimum, but it has been implemented, and this can be shown as an example of how the authorities care about the domestic manufacturer,” Volya said.
