The Kiev court returned to Crimeans the status of residents of Ukraine and the right to open accounts and loans in Ukrainian banks
The Kiev Administrative Court of Appeal overturned paragraph 1 of the resolution of the National Bank of Ukraine No. 699, according to which Crimeans were recognized as non-residents. By this decision of the appeal court, residents of Crimea are again recognized as residents of Ukraine.

An expert at the Regional Center for Human Rights, Sergei Zayets, said that “the court satisfied the claim only in terms of canceling paragraph 1 of the resolution. And the provisions that relate to restricting the rights of legal entities are still in effect. The court also refused to recognize the fact of discrimination.”
Human rights activists will soon file a cassation appeal. They are also expecting a response complaint from the NBU in order to return the non-resident status for Crimeans, Zaets believes.
Another lawsuit filed by the organization “Crimean Center for Business and Cultural Cooperation “Ukrainian House” and its chairman Andrey Shchekun is pending in the Supreme Court of Ukraine, the expert said.
According to the resolution of the National Bank of Ukraine dated November 3, 2014, citizens of Ukraine, as well as legal entities with Crimean registration, were declared non-residents. Thus, they are actually denied the full range of banking services that other citizens of Ukraine can use (opening an account, deposit, obtaining a loan and purchasing foreign currency, etc.).
Ukrainian human rights activists said that this resolution of the National Bank discriminates against Crimeans.
