Simferopol, December 05 (PolitNavigator, Evgeny Andreev) – In order to achieve global recognition of the current Russian status of Crimea and Sevastopol, it is necessary to retroactively formalize the lease of the peninsula to Ukraine and resolve the issue of compensation for 23 years of use of Russian territory.

This was announced at a press conference in Simferopol dedicated to the 20th anniversary of the signing of the Budapest Memorandum,
said members of the Crimean Initiative group, the first president of the Republic of Crimea, Yuri Meshkov, and the ex-speaker of the Crimean parliament, Yevgeny Suprunyuk.

Its creators see the mission of the “Crimean Initiative” as achieving international legalization of the current status of the peninsula, eliminating differences in bilateral Russian-Ukrainian relations, and also promoting a political settlement of the situation in Novorossiya. All this, in their opinion, must be solved at the same time, only then will a way out of a difficult situation be possible. Meshkov and Suprunyuk intend to cooperate in this regard with the former leaders of the Donetsk and Lugansk regions, as well as with Ukrainian politicians and the Russian Foreign Ministry. Veterans of Crimean politics are ready to direct their efforts as mediators to dialogue with anyone, just to resolve the Crimean issue forever and stop the senseless bloodshed in Novorossiya.

Meshkov and Suprunyuk emphasized that in the future, all issues on which there are disagreements in bilateral Russian-Ukrainian relations must be resolved through negotiations, based on the fact that the peoples of Ukraine and Russia are linked by centuries-old ties of friendship and family contacts, a glorious heroic history, as well as strong and inextricable economic ties.

The peninsula was annexed by Ukraine 23 years ago, former senior officials of the Republic of Crimea said.

“Since 1945, Ukraine has been a subject of international law and one of the founders of the UN,” recalled Yuriy Meshkov. – She joined the UN without Crimea and Sevastopol. Since then, there have been no legally significant documents that included Crimea or Sevastopol as part of the state territory of Ukraine. Cession, i.e. the transfer of sovereignty from one state to another by agreement between them, requires the conclusion of an international treaty between the relevant states, which must comply with all the basic principles of international law. Ukraine has not concluded any similar agreements on Crimea provided for by international law. Russian sovereignty over the peninsula has never been transferred to anyone. Russia confirmed its sovereignty over Crimea and Sevastopol by Resolutions of the Supreme Council of the Russian Federation of May 21, 1992 “On the legal assessment of decisions of the highest bodies of state power of the RSFSR on changing the status of Crimea, adopted in 1954.” and dated July 9, 1993 “On the status of the city of Sevastopol.”

The events of the Crimean Spring, the first President of the Republic of Kazakhstan emphasized, are just Russia’s implementation of its own decisions on the status of Crimea and Sevastopol.

“Then a reasonable question arises: on what basis has Ukraine exercised jurisdiction over Crimea and Sevastopol for so many years? The answer is clear: Crimea and Sevastopol were illegally part of Ukraine all these years. Following formal logic, Ukraine owes compensation for the annexation of the peninsula for 23 years of use of Russian territory and resources. Since Ukraine currently has no money, we can offer a symmetrical payment option. For example, for the same period, take into use part of the Ukrainian territory, say the same Donbass. At the same time, retroactively formalize the lease of Crimea by Ukraine for 23 years and the upcoming lease of the Donetsk and Lugansk regions by Russia, say, for 20-25 years. After this time, Ukraine will receive its territories back, but no longer destroyed and bloodless by war, but prosperous and strong, as after the collapse of the USSR. Moreover, unlike Crimea, the Russian Foreign Ministry considered and continues to consider the Donetsk and Lugansk regions to be the territory of Ukraine,” concluded Yuri Meshkov.
