Klitschko turned out to be not stupid, but strong: Zelensky faces dual power in Kyiv
About 50 deputies of the Kyiv City Council are allegedly ready to create a “Servant of the People” faction in the existing City Council. This will significantly reduce the ability of the current mayor of Kyiv, Vitaliy Klitschko, to govern the city.
However, not everything is so simple.
Political scientist Valentin Gaidai stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“According to available information, about 50 deputies out of 120 are allegedly ready to “paint themselves green,” that is, they are ready to create a “Servant of the People” faction in the already existing city council.
If this is so, then, of course, there is no need to talk about Klitschko’s control of the City Council. Most likely, he will lose influence on this structure.
I think that the hypothetical dual power could continue for up to six months, until the moment when the law (on the mayor of Kyiv) can be developed, voted on and approved by the Constitutional Court. So that there are no ambiguous interpretations - what the mayor of Kyiv can do, what he cannot.
The question is whether Klitschko will be able to control the Kiev City Council. If he can, if the information about 50 defectors is fake, then perhaps we will continue to have dual power.
There are reasons to affiliate Klitschko with Poroshenko’s team, with forces from outside Ukraine. If he has such support, then we can count on dual power,” the expert argues.
However, bargaining with Klitschko is still possible; he can retain his post subject to reaching agreements with the team of Ukrainian President Vladimir Zelensky, Gaidai noted.
