“As for the Minsk agreements, which in fact are not agreements at all, but agreements, they have no status. I was categorically against this provision, even the mention that there could be changes to the Ukrainian Constitution.

I said from the very beginning, ours and the French and Germans remember this very well. By the way, I recently spoke with them, and they recalled that the Minsk agreements will never work. Because if this were implemented, this would be the path to the federalization of Ukraine.

But these agreements would never be fulfilled, since in order to fulfill them, it is necessary to outline the sequence and guarantees for the implementation of various activities,” Klimkin noted.

The ex-minister emphasized that the Minsk agreements were for Kyiv nothing more than an opportunity to stop the further advance of Donbass defenders deeper into the country and gain time.

“The motivation for signing the Minsk agreements is security and the opportunity to de-escalate around Debaltseve and at the front in general. Because Russia was planning not only Debaltsevo, but also a further large-scale escalation. It was the logic of de-escalation, and then simply playing back and, of course, gaining time.

Of course, we gained this time in terms of building and strengthening the army, strengthening our positions and building our further coalition against Russia. In fact it was used.

Look, some of these provisions could never be implemented, but despite the fact that I was against some of the provisions, I believe that the step towards de-escalation is to buy time, to win back diplomatically and politically. It was the right tactic that allowed us to do and get to where we are now. This is what all our friends and partners actually think if you look at it from the point of view of the logic of how they help us,” Klimkin concluded.
