The Foros sanatorium on the southern coast of Crimea, previously owned by the Privat group of the notorious Ukrainian businessman Igor Kolomoisky, will go to the Moscow Metrostroy. This is evidenced by a number of decisions of the Crimean government adopted at a meeting of the Council of Ministers.

The first decision was the cancellation of the previous alienation of the property of the Foros sanatorium in favor of Riviera-10 LLC, with a total value of 1,2 billion rubles. It was adopted on April 28 at number 377. According to it, a real estate complex consisting of 74 real estate objects went to a company registered only on March 30, 2015, at the address Yalta, lane. Novy, building 2. The general director of the acquiring company is Igor Popov, who at the same time heads OJSC Firm SMU-9 Mosmetrostroy.

By the second decision, the Council of Ministers approved the sale at an open auction of real estate and movable property of the Foros sanatorium, which is managed by the state autonomous organization “Administrative Directorate of Property of the Republic of Crimea”, managed by the Council of Ministers of Crimea. The initial cost of the object is 1 billion 421,5 million rubles, of which real estate is valued at 1 billion 356,7 million rubles, and movable property is valued at 64,7 million.

Explaining the conflict between government decisions, the head of the republic, Sergei Aksenov, noted that they could only be adopted under one condition - a simplified alienation procedure.

"It (property of the sanatorium "Foros") could not have been alienated to a private structure,” Aksyonov assured. – We carry out alienation only through competitive procedures. There were proposals there, we were looking for options for a simplified sale of such a plan that would allow without holding auctions. But we decided that since the object is large, we want to listen to all proposals and conduct a competitive procedure.”

At the same time, the head of Crimea assured that the process of nationalization of objects was recorded in Rosreestr, despite international claims supported by the Russian Foreign Ministry.

"For all these objects (Kolomoisky) international litigation has been organized, the Ministry of Foreign Affairs is helping us organize in this case. The object is not clean enough to expose it to open procedures,” Aksyonov admitted.

The head of the Investment Policy Committee of the State Council of the Republic of Kazakhstan Committee on Economic, Budgetary, Financial and Tax Policy, Vitaly Nakhlupin, spoke out in defiance of him, saying that the rights to nationalized objects had already transferred to Russian owners according to Ukrainian title documents.

“We nationalized, Mr. Kolomoisky removed the manager with the documents in two days, tried to close the doors as much as possible, break the keys, and began to resell,” complained the head of the parliamentary committee. – There are already such cases, a Moscow investor is already the happy owner of a site that we nationalized. We, in principle, understand everything, and he, in principle, understands everything, but you can try, but it didn’t work.”

In this context, it becomes clear: purchasers of nationalized property understand the need to register rights under Ukrainian and Russian legislation. In this regard, the example of “Foros” works both for the pockets of Ukrainian owners and for the treasury of the republic - the total amount is the previously announced market valuation of the sanatorium of 40 million dollars. Thus, Kolomoisky creates a precedent for the purchase of real estate in Crimea - know how to negotiate with both parties, and you will have something to eat...
