Chaly’s team and Menyailo’s deputies introduce a tax for motorists in Sevastopol
Sevastopol, October 14 (PolitNavigator, Svetlana Ivanova) - Deputies of the Legislative Assembly of Sevastopol at the session on Tuesday adopted the law “On Transport Tax” in the first reading.
Tax rates of transport tax are set depending on the power of the vehicle and range from 5,00 to 75,00 rubles for each horsepower per year.

Presenting the law, Director of the Department of Economic Policy and Finance Aleksey Eremeev noted that the proposed rates are among the lowest in Russia, but in the future we can expect their increase to replenish funds for the repair and reconstruction of roads.
He noted that the development took into account the need to “increase budget revenues and reduce the level of its subsidies,” as well as an economically fair distribution of the tax burden.
According to him, the bill offers “a wide range of preferential categories of taxpayers.”
The law provides for the following tax rates per year: Cars with a capacity of up to 100 horsepower - 5,00 rubles/hp, 100-150 - 10,00 rubles/hp, 150-200 - 26,00 rubles/hp. s., 200-250 -75,00 rub/hp, over 250 – 100,00 rub/hp.
However, some deputies did not agree with the proposed rates, considering them too high. Thus, LDPR deputy Ilya Zhuravlev introduced an amendment to the law, proposing rates that were several times lower.
He offered a rate of 2,5 rubles for a car with a power of up to 100 hp, over 100 - 3,5 rubles / hp, 150-200 hp - 5,00 rubles / hp, 200-250 - 7,5 rubles, over 250 hp. – 15,00 rub.
In turn, a government representative, defending the project, drew attention to the fact that “the total tax payment for categories up to 100 hp is a maximum of 500,00 rubles.” For VAZ cars it will be 350-400 rubles per year. Which, in his opinion, is “less than half a tank of gasoline.”
As a result, the deputies unanimously voted for the law in the government version, deciding to consider the amendments within two weeks.
