“Chaly’s team” accused the builders of Menyailo of incorrectly reconstructing the Grafskaya pier: work was stopped
Sevastopol, November 05 (PolitNavigator, Svetlana Ivanova) – The Department for the Protection of Cultural Heritage Monuments of the Government of Sevastopol issued an order to suspension of work on the Grafskaya pier due to lack of proper documentation. The Leninsky District Prosecutor's Office is conducting an investigation.
Director of the department Vitaly Savenchuk announced this at a meeting of the Legislative Assembly’s standing committee on urban planning and land issues on Wednesday.

According to him, the order was issued on October 15. Inzhstroyservis does not have a project or permission to carry out work.
The issue of construction work on the Grafskaya pier was brought up for discussion by the committee after Lyudmila Grinenko, an employee of the Tauride Chersonese Nature Reserve, a resident of Sevastopol, addressed the legislative assembly.
She asks to initiate an investigation into the fact of illegal construction work on the Grafskaya pier, which is being carried out on the verbal order of Governor Sergei Menyailo at the expense of benefactors and by the construction company Inzhstroyservice. In her opinion, the legislation on the protection of monuments was violated.
However, according to Savenchuk, currently not a single monument in Sevastopol has status in the legislative field of the Russian Federation. The reason for this was the lack of adopted amendments to the Federal Law “On Objects of Cultural Heritage” regarding the inclusion of monuments in the register in Crimea and Sevastopol. The State Duma is expected to adopt the amendments in December.
“Legal uncertainty has arisen regarding cultural heritage sites located on the territory of Crimea and Sevastopol. To determine the status of an object, it is necessary to conduct a historical and architectural examination, designs for a security zone, a passport of the object, etc., which requires significant funds,” Savenchuk.
According to the chairman of the committee, Vyacheslav Gorelov, it is necessary to take measures now to protect the Grafskaya pier. He believes that the builders “roughly knocked down the plaster, exposing and damaging the columns.” Now they are without a protective coating, they are eroding; in the autumn-winter period the material will become saturated with water, which will lead to the destruction of the monument.
As a result, it was decided to take measures to preserve the Count's pier for the period until the status of the monument is determined. This will be done by a joint commission of deputies of the Legislative Assembly and members of the Department of Architecture and Urban Planning.
Reconstruction of the Grafskaya pier began in early October on the initiative of Governor Sergei Menyailo. There, work was carried out to clean the arch and colonnade of whitewash and plaster. “The main thing now is to clean it up. It took a long time to whitewash and paint it. In general, where there is Inkerman stone, there should be no whitewashing or painting,” Menyailo said.
