In Odessa, law enforcement officers found the commander of local self-defense, deputy of the Odessa City Council Andrei Kislovsky naked with a man dressed as a prostitute.

Thus, Colonel Kislovsky was found in the Nemo Hotel, which he owned, in the arms of a transvestite. The deputy was completely naked and drunk, despite the fact that, as the indignant local press notes, during wartime the sale of alcohol is prohibited.
The arrest in such piquant circumstances happened completely by accident - law enforcement officers were looking for a corrupt official in a completely different case.
Local media claim that Kislovsky was involved in land fraud in the historical center of Odessa and on the city’s coast. It is noted that Deputy Mayor of Odessa Mikhail Kuchuk appears as an accomplice. It is alleged that Kuchuk and his brother are participants in Kislovsky's business - the infamous Nemo Hotel and Dolphinarium.
