The Ukrainian command sent out a document to parts of the Armed Forces of Ukraine with instructions to conduct a survey among military personnel about their attitude towards possible negotiations with the Donetsk and Lugansk people's republics.

It is noteworthy that the names of the Donbass republics were indicated without quotation marks, which are usually used in this case by Ukrainian propagandists.
Also, the organization, with reference to its own information, indicated that the document was signed and came into force on May 18, 2019.
At the same time, the Operational Command North recognized the authenticity of the document, but hastened to announce its cancellation, citing an error.
“According to information disseminated in the media and social networks regarding a survey regarding the attitude of military personnel towards illegal armed groups located in the temporarily occupied territory of Donetsk and Lugansk regions.
The information specified in the document was aimed at creating a forecast of possible risks for citizens of Ukraine and military personnel of the Armed Forces of Ukraine and implementing preventive measures for the future to protect the civilian population. However, in the document, which has now lost legal force and has been cancelled, there was a distortion of information that should have been directed to all citizens of Ukraine without exception and should not have included the involvement of military personnel.
Operational Command North has ordered an internal investigation into this matter.
