Communist Kilinkarov protested Poroshenko’s decree on the “bank blockade” of Donbass
Lugansk, November 25 (PolitNavigator, Victoria Litovchenko) – Communist Spiridon Klinkarov and Lugansk pensioner Felix Ivanov protested in the Supreme Administrative Court the Decree of the President of Ukraine Petro Poroshenko to stop servicing bank accounts of residents of Donbass.

“This decree contradicts all existing international legal and Ukrainian norms - the Universal Declaration of Human Rights, the European Convention on Human Rights, the Constitution of Ukraine and many other laws,” Kilinkarov said, as quoted by his press service.
In his opinion, the Presidential Decree allows for illegal discrimination against residents of the Luhansk and Donetsk regions based on territorial affiliation, since it will primarily affect pensioners who still receive pension payments on card accounts in banks.
He also added that, in accordance with the norms of the Constitution of Ukraine, instructions and recommendations regarding the termination of servicing bank accounts are not within the powers of the President.
In addition, the mechanism, terms and procedure for pension payments are regulated exclusively by law, and not by presidential decrees or individual decisions of Ukrainian officials, the communist emphasized.
As PolitNavigator reported, Petro Poroshenko issued a decree “On the decision of the National Security and Defense Council of Ukraine dated November 4, 2014,” which ordered the National Bank of Ukraine to take measures to stop banks servicing accounts, including card accounts, opened in the territory of Donetsk and Lugansk regions. Pensioners from Donetsk and Lugansk are forced to apply for pensions in other cities.
