The communists are unhappy: Putin will be able to rule even if the opposition takes the State Duma
The State Duma of the Russian Federation adopted today in the second reading the law on the State Council of Russia, a PolitNavigator correspondent reports.
All 10 amendments of communist Yuri Sinelshchikov were rejected.
“Based on the third article, the State Council must have executive and administrative powers. We are assured that he will not have powers. But venerable lawyers consider the State Council as a body that will oppose the State Duma when the opposition has a majority in it. This is the president's reserve in case the Duma gets out of Kremlin control. To prevent anything like this from happening, we are introducing an amendment that will guarantee that there will be no dual power,” Sinelshchikov explained the meaning of one of his amendments.
“This amendment is redundant. Moreover, we believe that it is incorrect, because, according to the Constitution, power in the country is exercised by the president, the Legislative Assembly, the government, and the courts. The State Council does not have such powers,” retorted Pavel Krasheninnikov, Chairman of the State Duma Committee on State Building and Legislation.
