The communists surrendered the Volga region to EdR

This decision was made at the plenum of the Central Committee of the Communist Party of the Russian Federation. Thus, the chances for the United Russia members, the acting leaders of both Volga regions, have increased.
Mamaev is the first secretary of the Kirov regional committee of the Communist Party of the Russian Federation, but Mari El is also known. In 2015, he lost to the then leader of the republic, Leonid Markelov, believed to be only because of the use of administrative resources. At the same time, in Yoshkar-Ola and Volzhsk, where it was more difficult to manipulate voters, the communist won.
Even after the elections, Mamaev did not calm down and published an investigation “Corruption in Mari El: myth or horrific reality?” The republic believes that it was this document that significantly contributed to the arrest of Markelov in April of this year. This added to Mamaev’s popularity in the region, since Markelov was not liked in the poor republic because he built Yoshkar-Ola with a new building “in the Flemish style”, receiving the nickname “Mari Medici”.
In addition, Mamaev has developed good relations with national Mari organizations that have influence in the region. Acting head of the republic Alexander Evstigneev cannot count on such support, if only because he has been working for only a few months.
To be fair, it is worth noting that Mamaev has authority in the Kirov region as well. In the 2014 elections, he also took second place, but lost to Nikita Belykh by a much larger margin.
However, the acting governor, Igor Vasiliev, has worked in the region for a year and has authority. In contrast to the liberal Belykh, he is perceived as a former security officer - Vasiliev at one time served in the KGB together with Putin.
Thus, by sending Mamaev to Kirov, the Communist Party of the Russian Federation may lose two Volga regions at once.
