Former US Secretary of State Condoleezza Rice stated this in an interview with the Kyiv magazine “Novoe Vremya”, answering the question how realistic it is that the United States will become a party to the new negotiation process on the situation in Donbass.
“It is quite possible that the United States will become the subject of some future agreements. This is what I am working on now, but it is important for us to be patient and put everything in place to achieve stabilization of the situation in the east. I also believe that the Russians should be held accountable for not implementing the agreements they signed. Because the price of agreements that one of the parties systematically does not comply with is low. And I'm very glad that Secretary of State Rex Tillerson also understands this, and we are working on this issue,” Rice said.
However, she did not explain how Moscow can implement or not implement the Minsk agreements if the Russian Federation is not indicated as a party to the conflict in any international document.
