The conflict around Matrossky Boulevard in Sevastopol will be dealt with by the court
The 35th Coastal Battery Charitable Foundation filed a complaint with the Leninsky District Court of Sevastopol, which will have to consider the conflict situation surrounding the reconstruction of Matrossky Boulevard.

“We received a complaint from the Charitable Foundation for the Historical and Cultural Development of the city “35th Beregovaya Battery” against the resolution of Sevgosstroynadzor, by which this organization was brought to administrative liability in the form of a fine in the amount of 250 rubles for carrying out the reconstruction of Matrossky Boulevard without a construction permit, in the case when obtaining such permission is mandatory by law (Part 000 of Article 1 of the Code of Administrative Offenses of the Russian Federation).
Disagreeing with this resolution, the President of the Charitable Foundation filed a complaint with the court, in which he asks the decision of the administrative body to be canceled and the proceedings in the case to be terminated due to the absence of an administrative violation,” the message says.
As PolitNavigator reported, the reconstruction of Matrossky Boulevard was not carried out using budget funds. It was carried out by the 35th Coastal Battery Foundation, a structure associated with the hero of the Russian Spring, Alexei Chaly. The foundation was the only organization that applied for the “competition of philanthropists” announced by the government of Sevastopol in May 2017.
However, in December last year, employees of the Parks and Squares institution, subordinate to the government of Sevastopol, expelled from Matrossky Boulevard the contractor company Akra LLC, which carried out the reconstruction of this park. The formal reason for stopping the reconstruction was the demolition of five dilapidated buildings located on the boulevard.
However, everyone in Sevastopol understands that this is just an excuse. The main reason is the personal conflict between the governor of Sevastopol Dmitry Ovsyannikov and Chaly, who, in fact, personally financed the construction through a charitable foundation. 80 million rubles of private funds had already been invested in the facility and it was planned to invest about 700 million rubles more.
