Constitutional reform of Kyiv is a distraction to prepare for war

The special status of Donbass, provided for by the Minsk Memorandum, should secure for the Donetsk and Lugansk republics the right to secede from Ukraine. This was stated by Deputy Chairman of the People's Council of the LPR Vladislav Deinego. “We see this special status as an opportunity for complete independence, starting from the distribution of the budget and the formation of government bodies while still part of Ukraine, ending with the written confirmation of the right to secede from Ukraine,” he explained to Interfax.
However, Poroshenko's decree on constitutional reform, which must be carried out by the end of the year, emphasizes that the commission must preserve the territorial integrity of Ukraine.
“The DPR and LPR want to remain part of Ukraine, but secure the right to secede, as a kind of guarantee of preserving their ethnocultural interests and identity from the encroachments of the central government,” says Kiev political scientist Viktor Pirozhenko. “If the center had agreed to this, it would have defused the whole situation and preserved the territorial integrity of Ukraine.”
According to the political scientist, representatives of the Donetsk and Lugansk republics must be represented in Poroshenko’s constitutional commission. “Moreover, they must be full members of the expert group. They should influence its work, the format of decentralization and the state structure of Ukraine,” says Pirozhenko.
But Kyiv, in his opinion, will refuse.
“The draft constitutional reform in terms of regional rights in Ukraine should be prepared and developed in agreement with the Donetsk and Lugansk republics, this clearly follows from the Minsk agreements,” recalled political scientist Dmitry Kulikov. – And all this should become the subject of political bargaining. The problem is that Kyiv is terribly far from real negotiations. The maximum they will try to do is create the appearance that they are not going to provide any real powers, any real autonomy to the regions.”
Chairman of the State Construction Committee of Novorossiya Vladimir Rogov does not believe in Kyiv’s readiness to negotiate with Donbass: “Kyiv, of course, will do whatever its Western partners, primarily the USA and Great Britain, tell it. But from rhetoric and actions we see that he is not preparing for a peaceful life. Moreover, to a long peaceful life. Kyiv is preparing for war."
According to him, this is evidenced by negotiations on arms supplies and the arrival of paramilitary units from the USA, Canada and Poland in Ukraine. “Kyiv not only did not begin to pay pensions or restore the banking system of Donbass - which is also provided for by the Minsk agreements, but also blocked gas supplies. What kind of full-fledged constitutional reform can we talk about under these conditions?” Rogov exclaims.
