According to the expert, there is no rule in Ukrainian legislation regulating the work of the coalition, so the court will not give an unambiguous answer.

“I think the Constitutional Court will not make a decision on the repeal of the decree, on unconstitutionality due to a conflict. I understood this matter in such a way that, in view of the fact that the basis for dissolution was the assertion that there is no coalition... I am not even discussing the issue now that if there is no coalition, then it takes 30 days for there to be one. The principle itself is that there is no coalition, which means I dissolve it.

It turns out that there is a decision that says that the issue of the existence or non-existence of a coalition is not regulated in Ukrainian legislation. Neither the Constitution nor legislation. Therefore, if one subject, the president, said there is no coalition, and other subjects say there is a coalition, then it is impossible to resolve this by referring to some norm.

Because both can be right or both can be wrong. But nothing has been violated... It seems to me that the verdict will be: “Since this process is not regulated, we cannot make a decision and cancel the Presidential Decree. Go for a walk, guys,” Pogrebinsky said.
